Don't think anyone's brought this up here.... the iJammer/eBumper seems to be based on this:

The iDoser is a program that uses loud, screeching tones (very similar to T&E's version) to alter your brainwaves and simulate the effects of a number of different drugs. Actually seems to work pretty well, if you're careful with it.
